Hastings County Council has approved the 2026 Budget, outlining strategic investments that respond to growing community needs, inflationary pressures, and the long term maintenance of critical public infrastructure. The approved budget of over $229.8 million in operating and capital expenditures results in a 5.30% increase over last year. As noted in the budget presentation, an average single detached residential property assessed at $195,216 will see a County increase of $36.

Key Highlights Include:

  • Provincial Offences Court time is increasing to meet service demands.
  • Revenue from the Automated Speed Enforcement Program is being phased out.
  • Implementation of the 4 year Child Care and Early Years System Plan continues.
  • A 32 unit housing development in Quinte West remains on track for completion in late 2026.
  • Advocacy for enhanced Provincial funding remains a priority as homelessness and vulnerable sector pressures continue to rise.
  • Full year costs of the 24/7 Belleville Paramedic staffing enhancement are included.
  • Development of a 10 year Emergency Services Master Plan is underway.
  • After hours security services at Hastings Manor Long Term Care Home have been added.
  • More than $27 million in capital projects is planned across the organization.

“With close collaboration between Council and our dedicated staff, considerable effort has been invested to ensure that this budget upholds the highest standards of fiscal responsibility while sustaining the essential services upon which our residents and communities depend”, said Warden Bob Mullin.  “The budget reflects Council’s commitment to responsible financial management while continuing to deliver high quality services to residents across the region.”
