Payroll Clerk

Our Treasury and Financial Services Department has an opening for a full-time Payroll Clerk. This is a non-unionized position reporting to the Accounting and Payroll Coordinator. Under the general direction of the Accounting and Payroll Coordinator, the role of the Payroll Clerk is to maintain and process payroll records and reports for accounting of salary/wages due, accruals, deductions and other payroll functions.
 

DUTIES:
Payroll Administration:
•Prepare and submit to the payroll system salary and wage payrolls including approved data entry/import of time worked and employee profile changes as approved from the Human Resources office. Follow up, as necessary with Human Resources for clarification and service provider to ensure data is received for processing.
•Maintain employee benefit records including status changes and calculations to facilitate remittances to the agencies carrying the Corporations fringe benefits.
•Prepare and forward payroll remittances to all agencies as required.
•Create, amend and submit Records of Employment and submit to Service Canada.
•Extrapolate and enter bi-weekly payroll data to support labour distribution to appropriate departments.
•Maintain payroll registers, input source documents and associated payroll records and correspondence, and ensure confidentiality of records.
•Balance and reconcile assigned payroll records; resolve and adjust discrepancies; analyze computer reports to identify and locate sources of error.
•Create, generate and maintain reports, gather and analyze payroll and benefit data as required by Coordinator.
 

Problem Solving:
•Consult with staff and other departments to discuss, research, evaluate and resolve routine salary and wage problems. Refer more difficult problems or those requiring decision making outside of limits to Coordinator.
•Respond to queries from staff, outside agencies and service providers to resolve routine operational issues.
•Verify and check payroll output from payroll service provider to ensure completeness and accuracy prior to payroll direct deposit/cheque issuance. Action any errors identified prior to payroll issuance.
•Inform and seek direction from Accounting and Payroll Coordinator on those issues outside the routine operational parameters.
 

Administrative Support:
•Receive the approved Treasury and Provincial Offenses time reporting for staff, maintain the appropriate attendance records and follow up for clarification or to resolve discrepancies.

Health & Safety:
•Be aware of and follow the Occupational Health and Safety Act and County Policies.
•Works in a safe manner in accordance with the Occupational Health and Safety Act, associated regulations, other applicable legislation, County by-laws, policies, procedures, and guidelines.
 

MINIMUM QUALIFICATIONS AND EXPERIENCE:
•Three-year College Diploma in Accounting or Business Administration, or a related field.
•Minimum of 2 years’ experience in a computerized payroll environment.
•Experience using Microsoft 365 including Excel, Word and Access database.
•Ability to complete accurate data entry.
•Understanding of payroll legislation
•Ability to multi-task and maintain focus during occasions of interruptions
 

HOURS OF WORK:
▪Normal hours of work are Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours/week).
▪Occasional overtime may be required for project completion.
 

WAGE RANGE: $64,080 - $74,965 per annum
